During a Legco meeting, Tang said Article 23 laws are still needed, despite last year’s introduction of the national security law.
“Since the national security law has been enacted, there may still be gaps that need to be filled with the Article 23 legislation,” he said.
Tang said the administration will consider creating a new offence of inciting hatred, after lawmakers asked about a song they said turned people against the police.
The security minister said the authorities will speed up their work on Article 23 in the hope that it can be completed within Legco’s next term.
He said the administration will base the bill on provisions proposed back in 2003, while taking into account what has happened in Hong Kong in the past two years.
